Budget 2026 misses the mark for Quebec’s small business owners

CFIB’s pre-budget research found that nine in 10 small business owners said the government doesn’t understand how to help small businesses. Today’s budget didn’t prove them wrong.

Budget 2026 did not deliver any meaningful tax relief for Quebec’s small businesses. The small business tax rate continues to be among the highest in Canada, and Quebec remains the only province with a carbon tax.

Furthermore, the government failed to provide any meaningful red tape relief in budget, despite repeated calls for reduction from the small business community.

“If government was to prioritize support for businesses, it must address its unfair tax system and crippling regulatory and administrative frameworks. This budget is another missed opportunity,” said François Vincent, CFIB vice-president for Quebec.

Quebec’s small business confidence dropped to 47.7 in March, the second lowest recorded score in the last 16 years. After a year of trade war pressure, rising costs and weak demand, business owners needed a budget with real relief

CFIB will continue to press the government for tax relief, red tape reduction and the productivity supports that small businesses need.
