One Sip Closer: Breaking Down Interprovincial Alcohol Trade Barriers

Across Canada, small alcohol producers still face major hurdles when trying to sell their products between provinces. Getting a bottle of British Columbia wine on shelves in Ontario or Nova Scotian gin in on shelves in Saskatchewan remains unnecessarily complicated. Even with recent agreements intended to ease trade, outdated rules, confusing regulations, inconsistent mark-up rates, duplicative lab tests, and high shipping costs continue to limit opportunities for small breweries, wineries, and distilleries. 

These barriers don’t just frustrate business owners, they hold back growth. When U.S. alcohol was temporarily pulled from Canadian shelves due to tariffs, Canadian producers had a chance to fill the gap, but rigid interprovincial rules prevented them from doing so. With over 1,500 small alcohol businesses nationwide, these obstacles restrict consumer choice, drive up costs, and stifle entrepreneurship. 

CFIB is calling on governments to take action. Small businesses need guidance that is clear and accessible, not complex and confusing. Key reforms should include improving information accessibility for producers looking to sell in other provinces, simplifying licensing and distribution processes, and increasing transparency in pricing and listing information. We are also advocating for expanded mutual recognition of provincial rules and a cross-provincial working group, modeled after the direct-to-consumer (DTC) group, to drive meaningful alcohol trade reform. 

 While Canada has begun reducing internal trade barriers, alcohol remains one of the most persistent obstacles. Agreements like the DTC platform adoption across all provinces and one territory are positive first steps, but broader reform is needed to unlock growth, innovation, and competition in Canada’s alcohol industry.
