CFIB statement on signed Canadian Mutual Recognition Agreement for goods

Calgary, November 19, 2025 – The Canadian Federation of Independent Business (CFIB) applauds today’s announcement that all Canadian jurisdictions have signed a mutual recognition agreement for goods. This is a landmark achievement that will finally start breaking down costly internal trade barriers that have held back small business and Canada’s economy for far too long. 

CFIB has championed mutual recognition for years as the most practical and effective way to achieve true full trade within Canada. Today’s announcement validates that belief. By ensuring that goods approved for sale in one province or territory can be sold in all others, this agreement will help small businesses grow, reduce costs, and improve consumer choice. 

This agreement is a major step forward, but it should only mark the beginning of major change. We encourage Canadian governments to keep the momentum going. The next phase should include expanding the mutual recognition agreement to services, food products, and alcohol, which still face significant internal trade barriers. Removing these remaining barriers will strengthen Canada’s economy and benefit businesses and consumers alike.
