Aggregate employment trends often look smooth, but they usually mask considerable structural and cyclical differences by business type. Employment in the private sector lagged the public sector in 2018, with growth in small enterprises almost flat. Longer term, only the construction, professional services and healthcare sectors have shown any meaningful growth in the under-20-employee segment, offsetting gradual declines in agriculture, retail and to some degree, manufacturing. Large employers dominate the mining, retail, financial and hospitality sectors, but they have been losing ground to mid-sized enterprises in most sectors in recent years.
