Governments set new standard for internal trade across Canada

On November 19, 2025, the Committee on Internal Trade (made up of representatives from the federal, provincial, and territorial governments) met in Yellowknife, NWT, and announced The Canadian Mutual Recognition Agreement for Goods (CMRA). The agreement, which will take full effect by June, 2026, will   means that goods approved for sale one province or territory can be sold in any other Canadian jurisdiction without additional testing, paperwork, or extra fees.It covers thousands of products, including toys, clothing, industrial goods, and vehicles; however will not cover food or alcohol products. The CMRA will make expansion into new Canadian markets simpler and more cost-effective for businesses while also increase choices and reduce prices for Canadian consumers.

While some exceptions remain, this agreement represents one of the most significant steps Canada has taken to facilitate internal trade in nearly a decade. This achievement comes after years of persistent advocacy, research, surveys, media outreach, and input from business owners across the country, with CFIB working hard to ensure this agreement became a reality.

CFIB will monitor the implementation of this agreement and advocate for extending similar recognition to areas with remaining internal trade barriers such as food, alcohol, services, and labour. These accomplishments reflect the power of strong member engagement. Businesses are encouraged to become a CFIB member today to access advocacy, support, and resources to help their small business and influence future policies.
