CFIB’s Top 5 Small Business Priorities for the Ontario Government
With the Ontario government back in full-swing at Queen's Park, we’re making sure your priorities are at the top of the government’s agenda.
Tax Relief
We’re calling on the province to lower the Small Business Tax Rate from 3.2% to 2%, and raise the threshold from $500,000 to $700,000, with the threshold indexed to inflation.
Combined, the measures could save a small business up to $25,000 a year – that's more money staying in your business to reinvest into employees, space and operations. We’re also pushing for lower Business Education Tax rates, which are still nearly six times higher than the residential rate, and increasing the Employer Health Tax exemption threshold, from $1 million to $2.25 million, so more businesses can keep more of what they earn.
Small Business Consultation
But our advocacy doesn’t stop at fighting taxes. We are seeing programs being introduced that small businesses are ineligible to apply for due to the criteria requirements. We are urging the government to consult with small businesses before they announce programs to ensure that a small business lens has been applied.
A New Informal Training Tax Credit and a Renewed Apprenticeship Training Tax Credit
We’re also urging the government to prioritize training supports, which are crucial for helping young and inexperienced workers gain practical skills and confidence, enabling small businesses to adapt to labour and skills shortages, and improving productivity and employee retention.
Construction Mitigation
While businesses gain from road and infrastructure improvements, they can’t benefit from the finished product if they’re forced to close down while it’s being built! Lengthy road closures diverted foot traffic, excessive noise and dust and debris all drive customers away, and frequent delays only add more uncertainty.
As both the federal and provincial governments make commitments to build, we’re calling for a comprehensive construction mitigation policy that includes: a compensation program for heavily disruptive construction; a “no surprise” rule for upcoming construction projects; a “dig once” approach to project timing; an improved contracting process with a bonus/penalty system for early/late project completion; and, a liaison officer on site to keep the community informed on the latest project developments.
