If ICBC and B.C. Hydro can issue rebates, why can’t WorkSafeBC?

This marks the fourth round of ICBC rebates in six years, establishing a precedent that excess government funds can be returned to contributors.
Meanwhile, WorkSafeBC is sitting on an even larger surplus than ICBC but refuses to budge on redistributing funds to employers. Small businesses are asking: If ICBC can give back surplus funds, why won’t WorkSafeBC?
