Courier Low Value Shipment (CLVS) Program: A good option for importers!
The Canada Border Services Agency (CBSA) offers a Courier Low Value Shipment (CLVS) Program for importing commercial goods valued at $2,500 Canadian or less. This program streamlines the reporting, releasing and accounting procedures for certain goods brought into Canada by courier. Courier companies must be pre-authorized by CBSA to participate. All applicable duties and taxes are still required to be paid.
If your business plans to import commercial goods for any commercial, industrial, occupational or institutional use, your shipment can be part of the CLVS Program if:
- The goods are worth $2,500 Canadian or less,
- The courier company handling your shipment is authorized by CBSA to participate in CLVS; and,
- The goods are not prohibited, regulated or controlled goods, such as dangerous materials or weapons.
CFIB continues to press the federal government for improvements to trade regulations. When Canada increased the CLVS threshold from $1,600 to $2,500 in January 2013, CFIB applauded the change as it allowed small importers to bring in more goods through this streamlined process.
